Expected decision sequence

Before grant → INVALID / DENY

Signed ACTIVE event → VALID / ALLOW

Signed REVOKED event → INVALID / DENY

Test issuer revoked after the run.

Current limitations

GATE v7 reads one Canadian primary. Freshness is primary-snapshot age only; neither actual regional replication lag nor third-party issuer propagation SLAs have been validated. Avoid critical production workflows in the Developer Preview.
